1.   Contracts

     

      Police Service Agreement – City of Eureka

      Recommendation to approve a renewal contract for Communications and CARE services between the City of Eureka and St. Louis County.  Term of the agreement is March 1, 2018 through February 28, 2020 at an annual charge of $50,641.90.

 

      Police Service Agreement – Village of Riverview

      Recommendation to approve a renewal contract for Communications and CARE services between the Village of Riverview and St. Louis County.  Term of the agreement is February 1, 2018 through January 31, 2020 at an annual charge of $24,973.24.

     

      Police Service Agreement – City of Bellefontaine Neighbors

      Recommendation to approve a renewal contract for Communications and CARE services between the City of Bellefontaine Neighbors and St. Louis County.  Term of the agreement is February 1, 2018 through January 31, 2020 at an annual charge of $72,339.38.

     

Professional Service Agreement – Vista Seminars, Strategies and Solutions, LLC

Recommendation to approve a new contact for Vista Seminars, Strategies and Solutions, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Preparation for Retirement” on December 8, 2017 at a cost not to exceed $400.

 

Professional Service Agreement – Vista Seminars, Strategies and Solutions, LLC

Recommendation to approve a new contact for Vista Seminars, Strategies and Solutions, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Child Death Investigation” on March 1, 2018 at a cost not to exceed $400.

Professional Service Agreement – Public Grants and Training Initiatives

Recommendation to approve a new contact for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Gang Combat Dynamics” on February 26-27, 2018 at a cost not to exceed $5,000.

Recommendation to approve a new contact for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “360 Degree Leadership” on February 28, 2018 at a cost not to exceed $600.

Recommendation to approve a new contact for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Grammar Review for Law Enforcement Personnel” on March 20, 2018 at a cost not to exceed $600.

Recommendation to approve a new contact for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Report Writing and Editing Skills for Officers, Supervisors and FTO’s” on March 21-22, 2018 at a cost not to exceed $1,200.

Recommendation to approve a new contact for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Public Speaking for Law Enforcement Personnel” on March 26, 2018 at a cost not to exceed $600.

 

Professional Service Agreement – Public Agency Training Council

Recommendation to approve a new contact for Public Agency Training Council to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Crisis Communications for Dispatchers” on March 12-13, 2018 at a cost not to exceed $2,500.

 

Professional Service Agreement – Rubicon Training Group, LLC

Recommendation to approve a new contact for Rubicon Training Group, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “The Terrorist Next Door: What Police Need to Know” on March 13-14, 2018 at a cost not to exceed $3,350.

Recommendation to approve a new contact for Rubicon Training Group, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Police Interrogation for Experienced Criminals” on March 15, 2018 at a cost not to exceed $1,650.

 

Professional Service Agreement – Applied Police Training and Certification

Recommendation to approve a new contact for Applied Police Training and Certification to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Field Training Officer Course” on March 19-23, 2018 at a cost not to exceed $5,500.

 

 

Professional Service Agreement – Southern Illinois University

Recommendation to approve a new contract between St. Louis County and Southern Illinois University for the services of Dr. Tammy Kochel.  The contract is for the 2017 Byrne Criminal Justice Innovation grant program providing funding for the Castle Point Neighborhood Fear Reduction Program.  The program requires a research partner and Dr. Kochel will be the partner for this project.  The grant runs from October 1, 2017 through September 30, 2020 and is for $384,118 over the course of the three years during the grant period.

 

Professional Service Agreement – Artworks

Recommendation to approve a new contract between St. Louis County and Artworks.  The contract is for the 2017 Byrne Criminal Justice Innovation grant program providing funding for the Castle Point Neighborhood Fear Reduction Program.  Part of the program is a partnership with Artworks.  Artworks will be providing 20 juveniles from the Castle Point neighborhood with apprenticeships and activities will include cleaning up abandoned homes in the neighborhood.  The grant runs from October 1, 2017 through September 30, 2020 and is for $84,570.00 over the course of the grant period.

 

            Professional Service Agreement – St. Louis Metropolitan Police Department

            Recommendation to approve a new contract between the St. Louis Metropolitan Police Department and the St. Louis County Police Department.  The contract is for a partnership between the two agencies for disbursement of grant funds awarded for the Lethality Assessment Program.  The grant runs from November 1, 2017 through September 30, 2019. 

 

2.   Introduction of New Chaplains

      Rabbi Mark Shook, Department Chaplain, will introduce four (4) newly appointed precinct chaplains: Reverend Dr. Johnny Williams, assigned to the North County Precinct; Pastor Dawn Hewitt, assigned to the City of Fenton Precinct; Father Kevin Schroeder, assigned to the West County Precinct; and Father David Miloscia, assigned to the Affton Southwest Precinct. 

 

3.   Certificates of Retirement

      Chairman Corvington will present a Certificate of Retirement to Police Officer Marc Hillen (30 years of service) and Security Officer Robert Walker, Jr. (28 years of service).

 

4.   Citizen Service Citation

      Chairman Corvington will present a Citizen Service Citation to Mr. Rodney Malady and Mr. Jordan Hurt.

 

5.   Meritorious Service Citation

      Chairman Corvington will present a Meritorious Service Citation to Police Officer David Porter.

  

H.  Chief’s Report

     

  1. Chief’s Commendations

Chief Belmar will present a Chief’s Commendation to Police Officer Carson MacInnis, Police Officer Benjamin Petrov and Police Officer Richard Mattingly.

 

  1. Lifesaving Award

Chief Belmar will present a Lifesaving Award to Police Officer Alim Poindexter.
