1.   Contracts

      

            Police Service Agreement – City of Clayton

      Recommendation to approve a new contract for the assignment of one (1) police officer (PO John Hansen) to the St. Louis County and Municipal Police Academy (CMPA).  The City of Claytonwill be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead. Term of the agreement is January 1, 2019through December 31, 2019at a cost not to exceed $115,000.

 

      Police Service Agreement – Jefferson County Sheriff’s Department

      Recommendation to approve a new contract with Jefferson County Sheriff’s Department.  The contract is for the 2019 State Cyber Crime Grant.  The grant funds the cyber crime task force which employs one detective from the Jefferson County Sheriff’s Department.  The contract is for $60,619.09which will cover the salary and benefits of the detective for the grant period, which is June 1, 2018 through May 31, 2019.

 

      Police Service Agreement – Maryland Heights Police Department

      Recommendation to approve a new contract with Maryland Heights Police Department. The contract is for the 2019 State Cyber Crime Grant.  The grant funds the cyber crime task force which employs one detective from the Maryland Heights Police Department. The contract is for $104,525.68which will cover the salary and benefits of the detective for the grant period, which is June 1, 2018 through May 31, 2019.

 

            Police Service Agreement – International Institute St. Louis

Recommendation to approve a new contract with International Institute St. Louis (IISTL), grant partner for the 2018 Enhanced Collaborative Model to Combat Human Trafficking Grant.  Funds will go to IISTL in the amount of $69,000.00 over three years for a grant program coordinator.  This position is partly funded by ISSTL and partly funded by St. Louis County Police and is required by the grant.  The grant runs from October 1, 2018 through September 30, 2021.

 

            Professional Service Agreement – John Vollmann

Recommendation to approve a renewal contract for John Vollmann to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2019 entitled “Private Security Original and Renewal Training” at a costnot to exceed $240 per each renewal class and $480 per two day class.

 

            Professional Service Agreement – Jan Rice

Recommendation to approve a new contract for Jan Riceto provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled ”Dispatcher Training” throughout the year of 2019 at a cost not to exceed $2,640.

 

Professional Service Agreement – Safe in the City, LLC

Recommendation to approve a new contract for Safe in the City, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach programs entitled “Communication Skills and Overcoming Stereotypes and Working with Social Service Agency Partners” for ten sessions on March 1, 2019 through April 29, 2019 at a cost not to exceed $6,000.

 

            Professional Service Agreement – Jamie Hudson

Recommendation to approve a new contract for Jamie Hudson to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Communications Training Officer” on March 25-27, 2019 and August 26-28, 2019 at a cost not to exceed $4,500.

 

            Professional Service Agreement – Life Safety Strategies

Recommendation to approve a new contract for Life Safety Strategiesto provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled ”Officer Down: The First Five Minutes” throughout the year of 2019 at a cost not to exceed $5,000.

 

 

Professional Service Agreement – Polansky and Associates

Recommendation to approve a new contract for Polansky and Associates to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Leadership and Communication Excellence” on May 7,8, 9, 14, 15, 16, 2019 at a costnot to exceed $17,450.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Criminal Investigation Techniques” on May 16-17, 2019 at a costnot to exceed $4,950.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Tactical De-escalation Techniques” on May 31, 2019 at a costnot to exceed $3,250.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC 

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Patrol Officer Drug Investigations” on July 11-12, 2019 at a costnot to exceed $4,950.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC

Recommendation to approve a new contract for the Professional Law Enforcement Training, LLC  to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Law Enforcement Leadership Development” on July 26, 2019 at a costnot to exceed $3,250.

 

Professional Service Agreement – Edward J. Delmore

Recommendation to approve a new contract for Edward J. Delmore to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Advanced Criminal Patrol – Boots on the Ground Police Work” on June 6-7, 2019 at a cost not to exceed $5,000.

 

Professional Service Agreement – Highway Interdiction Training Specialist, Inc.

Recommendation to approve a new contract for Highway Interdiction Training Specialist, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Advanced Roadside Interview Techniques for Patrol Officers” on June 17-18, 2019 at a costnot to exceed $5,000.

Recommendation to approve a new contract for Highway Interdiction Training Specialist, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Street Cops – Modern Policing Strategies” on August 1-2, 2019 at a costnot to exceed $5,000.

 

Professional Service Agreeement – Public Grants and Training Initiatives

Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Gangs in School: Prevention to Investigation” on August 5, 2019 at a cost not to exceed $3,000.

 

 

2.   General Orders

      Recommendation to approve the below listed general orders:

3.   Service Bars and Pins

      Chairman Corvington will present service bars and pins to several eligible Department employees.

 

4.   Certificate of Retirement

      ChairmanCorvington will present a Certificate of Retirement to Police Officer Gillien McCarl (26 years of service).

  1. Chief’s Commendation

Chief Belmar will present a Chief’s Commendation to Police Officer Michael Hooten and Police Officer John Grobelny.  

 

  1. Lifesaving Award

Chief Belmar will present a Lifesaving Award to Lieutenant Trent VanBuren, Police Officer Stephen Dopp, Police Officer Dustin Blake, Police Officer Nicholas Schmidt.

 

  1. Certificates of Appreciation

Chief Belmar will present a Certificate of Appreciation to Firefighter Zachary Skelly and Firefighter Kevin Matzker.
