  1. Contracts

 

     Police Service Agreement – Bridgeton Police Department

      Recommendation to approve a contract with Bridgeton Police Department. The contract is for the 2018 Enhanced Collaborative Model to Combat Human Trafficking Grant.  The grant funds the Multi-Jurisdictional Human Trafficking Task Force which employs one detective from the Bridgeton Police Department. The contract is for $149,991 which will cover the salary and benefits of the detective for the grant period, which is October 1, 2018 through September 30, 2021.

            Professional Service Agreement – Dolan Consulting Group, LLC.

            Recommendation to approve a new contract for Dolan Consulting Group LLC.  to provide the St. Louis County and Municipal Police Academy with an instructor  to teach a program entitled “Officer Involved Shooting & Critical Incident” on April 11-12, 2019 at a cost not to exceed $6,000.

 

          Professional Service Agreement – Tracy Harpster

            Recommendation to approve a new contract for Tracy Harpster  to provide the St. Louis County and Municipal Police Academy with an instructor  to teach a program entitled “911 Homicide Calls: Is the Caller the Killer” on April 29-30, 2019 at a cost not to exceed $6,500.

 

            Professional Service Agreement – FBI National Academy Associates, Inc.

            Recommendation to approve a new contract for FBI National Academy Associates, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Officer Resiliency Train-the-Trainer Program” on May 20-22, 2019 at a cost not to exceed $3,000.

 

            Professional Service Agreement – Tri-Tech Forensics, Inc.

            Recommendation to approve a new contract for Tri-Tech Forensics, Inc.  to provide the St. Louis County and Municipal Police Academy with instructor  Hillary Daluz to teach a program entitled “Forensic Science Courtroom Testimony” on June 3-5, 2019 at a cost not to exceed $6,999.

 

            Professional Service Agreement – Stephen Gerard Moellering, Jr.

            Recommendation to approve a new contract for Stephen Gerard Moellering, Jr.  to provide the  St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Combatant Tactics and Self-Defense for Law Enforcement” on June 26-27, 2019 at a cost not to exceed $4,800.

 

            Professional Service Agreement – Wicklander-Zulawski & Associates

Recommendation to approve a new contract for Wicklander-Zulawski & Associates to provide the St. Louis County and Municipal Police Academy with instructor Lou Tessmann to teach a program entitled ”Criminal Interview & Interrogation-Basic and Advanced” on August 26-29, 2019 at a cost not to exceed $10,000.

 

Professional Service Agreement – Tri- Tech Forensics, Inc.

Recommendation to approve a new contract for Tri-Tech Forensics to provide the St. Louis County and Municipal Police Academy with instructor Gary W. Graff to teach a program entitled “Shooting Incident Reconstruction” on September 9-13, 2019 at a cost not to exceed $9,480.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with instructor Byron Boston to teach a program entitled “Females in Law Enforcement” on September 13, 2019 at a cost not to exceed $3,250.

 

Professional Service Agreement – Rubicon Training Group, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with instructor Mark Booher to teach a program entitled “The Terrorist Next Door: What Police Need to Know” on October 1-2, 2019 at a cost not to exceed $3,350.

 

 

Professional Service Agreement – Rubicon Training Group, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with instructor Mark Booher to teach a program entitled “Police Interrogation for Experienced Criminals” on October 3, 2019 at a cost not to exceed $1,650.

 

Professional Service Agreement – Tri- Tech Forensics, Inc.

Recommendation to approve a new contract for Tri-Tech Forensics to provide the St. Louis County and Municipal Police Academy with instructor Gary W. Graff to teach a program entitled “Investigative Analysis Crime Scene Reconstruction” on October 14-18, 2019 at a cost not to exceed $8,500.

 

Professional Service Agreement – Applied Police Training & Certification

Recommendation to approve a new contract for Applied Police Training & Certification to provide the St. Louis County and Municipal Police Academy with instructor John Bowden to teach a program entitled “Field Training Officer Refresher Course” on October 14-16, 2019 at a cost not to exceed $3,300.

 

Professional Service Agreement – Applied Police Training & Certification

Recommendation to approve a new contract for Applied Police Training & Certification to provide the St. Louis County and Municipal Police Academy with instructor John Bowden to teach a program entitled “Interview & Interrogation Practical Certification” on October 17-18, 2019 at a cost not to exceed $3,300.

 

Professional Service Agreement – Tri- Tech Forensics, Inc.

Recommendation to approve a new contract for Tri-Tech Forensics to provide the St. Louis County and Municipal Police Academy with instructor Gary W. Graff to teach a program entitled “Bloodstain Pattern Analysis” on October 21-25, 2019 at a cost not to exceed $9,680.

 

Professional Service Agreement – Public Grants & Training Initiatives

Recommendation to approve a new contract for Public Grants & Training Initiatives  to provide the St. Louis County and Municipal Police Academy with instructor Sergeant Betsey Smith to teach a program entitled “Men & Woman are Different But They All Can Be Great Cops” on October 22, 2019 at a cost not to exceed $3,000.

3.   Certificate of Retirement

      Chairman Corvington will present a Certificate of Retirement to Sergeant  Michelle Fourtney (28 years of service).

Chief Belmar will present a Chief’s Commendation to Police Officer Dusty Poncin.

Chief Belmar will present a Lifesaving Award to Sergeant William Muller and Detective Thomas Taylor.

Chief Belmar will present a Citizen Service Citation to Mr. Mark Hammer.
