  1. Contracts

 

     Police Service Agreement – City of Valley Park

      Recommendation to approve a full service contract between the City of Valley Park and St. Louis County. Term of the agreement is July 1, 2019 through June 30, 2022 at a cost for 2018/2019 $1,451,763 and for 2019-2020 $1,528,865.

 

 

 

 

      Police Service Agreement – City of Florissant

      Recommendation to approve a contract with for the assignment of one (1) police officer (Dan Biermann) to the St. Louis County and Municipal Police Academy (CMPA). The City of Florissant will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead. Term of the agreement is April 1, 2019 through December 31, 2019 at a cost not to exceed $77,050.00.

 

 

      Police Service Agreement – St. Charles County Police Department

      Recommendation to approve a contract with St. Charles County Police Department. The contract is for the 2018 Enhanced Collaborative Model to Combat Human Trafficking Grant.  The grant funds the Multi-Jurisdictional Human Trafficking Task Force which employs one detective from the St. Charles County Police Department. The contract is for $185,975 which will cover the salary and benefits of the detective for the grant period, which is October 1, 2018 through September 30, 2021

 

            Professional Service Agreement – Training Force USA, LLC.

            Recommendation to approve a new contract for Training Force USA LLC.  to provide the St. Louis County and Municipal Police Academy with instructor Thomas Gillan  to teach a program entitled “Officer Ambush Awareness Skills” on May 9, 2019 at a cost not to exceed $3,750.

 

           Professional Service Agreement – Training Force USA, LLC.

            Recommendation to approve a new contract for Training Force USA LLC.  to provide the St. Louis County and Municipal Police Academy with  instructor Thomas Gillan  to teach a program entitled “Leadership & Effective Coaching for First Line Supervisors” on May 10, 2019 at a cost not to exceed $4,400.

 

            Professional Service Agreement – Arch Consulting Group

            Recommendation to approve a new contract for Arch Consulting Group to provide the St. Louis County and Municipal Police Academy with instructor Gary Knight  to teach a program entitled “Basic Surveillance Training” on May 20-22, 2019 at a cost not to exceed $1,500.

 

            Professional Service Agreement – Focus St. Louis

            Recommendation to approve a new contract for Focus St. Louis to provide the St. Louis County and Municipal Police Academy with instructor Wally Siewert to teach a program entitled “Public Ethic and Political Values & Police Leadership School” between June 1, 2019, through December 31, 2019, at  a cost not to exceed $3,000 per class.

 

            Professional Service Agreement – Training Force USA, LLC.

            Recommendation to approve a new contract for Training Force USA, LLC.  to provide the  St. Louis County and Municipal Police Academy with instructor Cheryl Ricciardi to teach a program entitled “Responding to Lesbian, Gay, Bisexual and Transgender Victims of Crime” on June 20, 2019 at a cost not to exceed $3,750.

 

            Professional Service Agreement – Professional Law Enforcement Training, LLC.

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC. to provide the St. Louis County and Municipal Police Academy with instructor Byron Boston to teach a program entitled ”Advance Child Abuse & Death Investigations” on June 24-25, 2019 at a cost not to exceed $4,950.

 

Professional Service Agreement – Oasis Counseling Service.

Recommendation to approve a new contract for Oasis Counseling Service to provide the St. Louis County and Municipal Police Academy with instructor Laura Grace to teach several programs from June 4, 2019, through December 15, 2019, at a cost not to exceed $125 per hour.

 

Professional Service Agreement – Michael Fagan

Recommendation to approve a new contract for Michael Fagan to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Constitutional Law at Work-Search and Seizure” between July through December 2019,at a cost of $1,200 to $75 per hour.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC.

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with instructor Byron Boston to teach a program entitled “Improving Police & Community Relations” on August 6, 2019 at a cost not to exceed $3,250.

 

Professional Service Agreement – Training Force USA, LLC.

Recommendation to approve a new contract for Training Force USA, LLC. to provide the St. Louis County and Municipal Police Academy with instructor Richard Courtemanche to teach a program entitled “Internal Affairs-Policies and Practice” on August 9, 2019 at a cost not to exceed $3,750.

 

Professional Service Agreement – Training Force USA, LLC.

Recommendation to approve a new contract for Training Force USA, LLC. to provide the St. Louis County and Municipal Police Academy with instructor Brad Hodge to teach a program entitled “Staff Inspections” on August 19, 2019 at a cost not to exceed $3,750.

 

Professional Service Agreement – Training Force USA, LLC.

Recommendation to approve a new contract for Training Force USA, LLC. to provide the St. Louis County and Municipal Police Academy with instructor Dr. Lewis Bender  to teach a program entitled “Effective Training & Teaching Techniques” on September 10-11, 2019 at a cost not to exceed $7,500.

 

Professional Service Agreement – Valor Law Enforcement Group LLC.

Recommendation to approve a new contract for Valor Law Enforcement Group LLC. to provide the St. Louis County and Municipal Police Academy with an instructor  to teach a program entitled “Generational Leadership-Managing Multiple Generations” on October 18, 2019 at a cost not to exceed $4,200.

 

2.   General Orders

      Recommendation to approve the below listed general orders:

3.   Certificate of Retirement

      Chairman Corvington will present a Certificate of Retirement to Police Officer Anthony Ray (29 years of service) and Reserve Officer John Schlegel (30 years of service).

 

4.   Meritorious Service Citation

     Chairman Corvington will present a Meritorious Service Citation to Police Officer Mathew Shute.

 

      5.   Citizen Service Citation

           Chairman Corvington will present a Citizen Service Citation to Mr. Algie Houston, Mr.

           Braden Gamache and Mr. George Vinson.

Chief Belmar will present a Chief’s Commendation to Police Officer Jon Holman.
