C.  MOTION TO HOLD CLOSED MEETING  - roll call (Closed session will take place in the Board of Police Commissioners conference room (Room B-117A).                        

 

      The Board of Police Commissioners may vote to go into closed

      meeting for review of claims and lawsuits involving the Police

      Department, (Section 610.021(1) R.S.Mo. and Section 114.020(1)

      SLCRO), discussion of employee and personnel matters, (Sections

      610.021(3) and (13) R.S.Mo. and Sections 114.020(3) and (13)

      SLCRO) and an update on union negotiations (Section 610.021

      (9) R.S.Mo.  and Section 114.020(9) SLCRO).

 

If there is a closed session, roll call to motion to return to open session at the conclusion of the matters subject to closure.

 

Motion to adjourn until 1:30 PM in the Board of Police Commissioners Board Room (Room B-118).

  1. Election of Officers

      The Rules of Procedure require the election of officers each year.

 

2.   Police Service Agreement – Village of Marlborough

      Recommendation to approve a full service renewal contract between the Village of Marlborough and St. Louis County.  Term of the agreement is January 1, 2020 through December 31, 2020 at an annual charge of $380,696.52.

 

            Police Service Agreement - City of Chesterfield

      Recommendation to approve a new contract for the assignment of one (1) police officer (PO Paul Powers) to the St. Louis County and Municipal Police Academy (CMPA).  The City of Chesterfield will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead.  Term of the agreement is January 1, 2020 through December 31, 2020 at a cost not to exceed $98,000.

 

            Professional Service Agreement – JBM Consulting Services

Recommendation to approve a new contract for JBM Consulting Services to provide the St. Louis County and Municipal Police Academy with an instructor to teach three sessions of a program entitled ”Grammar Review for Basic Recruit Training” throughout the year of 2020 at a cost not to exceed $400 per session.

 

          Professional Service Agreement – CP Crime Scene Consulting and Seminars, LLC

Recommendation to approve a new contract for CP Crime Scene Consulting and Seminars, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $27,200.

 

Professional Service Agreement – Old Gold Training and Consulting, LLC

Recommendation to approve a new contract for Old Gold Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Advanced Interviewing Interrogation” on April 27-28, 2020 at a cost not to exceed $3,500.

 

Professional Service Agreement – Old Gold Training and Consulting, LLC

Recommendation to approve a new contract for Old Gold Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with instructor to teach a program entitled “Firearm Trafficking Course” on March 3-5, 2020 at a cost not to exceed $5,700.

 

Professional Service Agreement – Graham Research Consultants

Recommendation to approve a new contract for Graham Research Consultants to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “St. Louis County Risk Management Seminar” on April 1-2, 2020 at a cost not to exceed $10,000.

 

Professional Service Agreement – Thomas and Means Law Firm

Recommendation to approve a new contract for Thomas and Means Law Firm to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $42,000.

 

 

Professional Service Agreement – Patrick E. Horine

Recommendation to approve a new contract for Patrick E. Horine to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $6,600.

 

Professional Service Agreement – Training Force USA, LLC

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Effective Training and Teaching Techniques” on May 4-5, 2020 at a cost not to exceed $7,500.

      Recommendation to approve the below listed general orders:

I.    Chief’s Report

 

  1. Chief’s Commendation

Chief Belmar will present a Chief’s Commendation Police Officer Dillon Bowers, Police Officer Gregory Kranz and Police Officer Matthew Zufall.

 

  1. Lifesaving Award

Chief Belmar will present a Lifesaving Award to Police Officer Jamie Partee, Police Officer Brian Todd and Police Officer Matthew Wilkinson.

 

  1. Certificate of Appreciation

Chief Belmar will present a Certificate of Appreciation to Ms. Courtney Bryant.
