C.  MOTION TO HOLD CLOSED MEETING - roll call (Closed session will take place in the Board of Police Commissioners conference room (Room B-117A).                        

 

      The Board of Police Commissioners may vote to go into closed

      meeting for review of claims and lawsuits involving the Police

      Department, (Section 610.021(1) R.S.Mo. and Section 114.020(1)

      SLCRO), discussion of employee and personnel matters, (Sections

      610.021(3) and (13) R.S.Mo. and Sections 114.020(3) and (13)

      SLCRO) and an update on union negotiations (Section 610.021

      (9) R.S.Mo.  and Section 114.020(9) SLCRO).

 

If there is a closed session, roll call to motion to return to open session at the conclusion of the matters subject to closure.

  1. Election of Officers

      The Rules of Procedure require the election of officers.

 

2.   Police Service Agreement – City of Des Peres

      Recommendation to approve a Computer-Assisted Report Entry (CARE) contract between the City of Des Peres and St. Louis County.  Term of the agreement is January 1, 2020 through December 31, 2020. There is no cost associated with this contract due to it being self-entry.  

 

            Police Service Agreement - City of Crestwood

      Recommendation to approve a Computer-Assisted Report Entry (CARE) contract between the City of Crestwood and St. Louis County.  Term of the agreement is February 1, 2020 through December 31, 2020.  There is no cost associated with this contract due to it being self-entry.

 

            Police Service Agreement – Bi-State Development Agency

      Recommendation to approve a Full-Service contract between Bi-State Development Agency and St. Louis County.  Term of the agreement is upon execution through June 30, 2020 at a cost of $4,877,055.

 

            Police Service Agreement – Village of Riverview

      Recommendation to approve Coordinated Communications and Computer-Assisted Report Entry (CARE) contract between the Village of Riverview and St. Louis County.  Term of the agreement is January 1, 2020 through December 31, 2020 at a cost of $24,890.

 

      Police Service Agreement – Maryland Heights Police Department

      Recommendation to approve a new contract with Maryland Heights Police Department. The contract is for the 2019 State Cyber Crime Grant.  The grant funds the cyber crime task force which employs one detective from the Maryland Heights Police Department. The contract is for $101,009.78 which will cover the salary and benefits of the detective for the grant period, which is June 1, 2019 through May 31, 2020.

 

          Professional Service Agreement – Drug Enforcement Administration

Recommendation to approve a memorandum of understanding to support the missions of the St. Louis County Police Department and the Drug Enforcement Administration by establishing the terms and conditions for sharing license plate reader information and establishing the terms and conditions for the parties’ use and further dissemination of license plate reader information.

 

     Professional Service Agreement – City of Florissant

      Recommendation to approve a contract for the assignment of one (1) police officer (Dan Biermann) to the St. Louis County and Municipal Police Academy (CMPA). The City of Florissant will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead. Term of the agreement is January 1, 2020 through December 31, 2020 at a cost not to exceed $115,000.

 

           Professional Service Agreement – Vista Law Enforcement Training & Consulting, LLC

Recommendation to approve a new contract for Vista Law Enforcement Training & Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $450 per each renewal class and $900 per two day class.

    

      Professional Service Agreement – James Welby

Recommendation to approve a new contract for James Welby to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

Professional Service Agreement – Jeff Burk

Recommendation to approve a new contract for Jeff Burk to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

            Professional Service Agreement – Law Enforcement Total Solutions

Recommendation to approve a new contract for Law Enforcement Total Solutions to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

Professional Service Agreement – MW Professional Enterprises

Recommendation to approve a new contract for MW Professional Enterprises to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

Professional Service Agreement – John Vollmann

Recommendation to approve a new contract for John Vollmann to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to seventy-two (72) one or two day classes in 2020 entitled “Private Security Original and Renewal Training” at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

Professional Service Agreement – Oasis Counseling Services

Recommendation to approve a new contract for Oasis Counseling Services to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $6,000.

 

Professional Service Agreement – Vista Seminars, Strategies and Solutions, LLC

Recommendation to approve a new contract for Vista Seminars, Strategies and Solutions, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $3,000.

 

Professional Service Agreement – Vista Seminars, Strategies and Solutions, LLC

Recommendation to approve a new contract for Vista Seminars, Strategies and Solutions, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $25,500.

 

Professional Service Agreement – Kimberly Schlau

Recommendation to approve a new contract for Kimberly Schlau to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Basic Recruit Training- Voices Insisting on Pursuit Safety” throughout the year of 2020 at a cost not to exceed $600.

 

Professional Service Agreement – Life Safety Strategies

Recommendation to approve a new contract for Life Safety Strategies to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Officer Down: The First 5 Minutes” throughout the year of 2020 at a cost not to exceed $4,000.

 

Professional Service Agreement – Jan Rice

Recommendation to approve a new contract for Jan Rice to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $2,640.

 

Professional Service Agreement – JMB Consulting Services, LLC

Recommendation to approve a new contract for JMB Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2020 at a cost not to exceed $14,900.

      Recommendation to approve the below listed general orders:

  1. Service Bars and Pins

Chairman Price will present service bars and pins to several eligible Department employees.

Welfare Association representative will present 20 and 30 year commemorative plaques to several eligible Department employees.

        

I.    Chief’s Report

 

  1. Chief’s Commendation

Chief Belmar will present a Chief’s Commendation to Police Officer Kayla Taylor and Police Officer Nicole Thomas.

 

  1. Lifesaving Award

Chief Belmar will present a Lifesaving Award to Police Officer Collin Bueckendorf.

 

  1. Certificate of Appreciation

Mr. Terry Davis with the Drug Enforcement Administration will present a plaque to the St. Louis County Police Department.

 

  1. Certificate of Promotion

            Chief Belmar will present a Certificate of Promotion to Captain Jason Law Lieutenant                Keith Wildhaber, Sergeant Lewis Bouwman and Sergeant Daniel Hill, Sergeant                       William Belcher and Sergeant Tara O’Fallon.
