C.  MOTION TO HOLD CLOSED MEETING - roll call (Closed session will take place in the Board of Police Commissioners conference room (Room B-117A).                        

 

      The Board of Police Commissioners may vote to go into closed

      meeting for review of claims and lawsuits involving the Police

      Department, (Section 610.021(1) R.S.Mo. and Section 114.020(1)

      SLCRO), discussion of employee and personnel matters, (Sections

      610.021(3) and (13) R.S.Mo. and Sections 114.020(3) and (13)

      SLCRO) and an update on union negotiations (Section 610.021

      (9) R.S.Mo.  and Section 114.020(9) SLCRO).

 

If there is a closed session, roll call to motion to return to open session at the conclusion of the matters subject to closure.

      1.   Time and location of February meeting.

 

2.   Police Service Agreement – City of Moline Acres

      Recommendation to approve a renewal contract for Communications/CARE services between the City of Moline Acres and St. Louis County.  Term of the agreement is February 1, 2020 through December 31, 2025 at an annual charge of $20,294.45.

 

      Police Service Agreement – City of Overland

      Recommendation to approve a new contract for Communications/CARE services between the City of Overland and St. Louis County.  Term of the agreement is March 1, 2020 through June 30, 2025 at an annual charge of $133,314.60.

 

      Professional Service Agreement – Training Force USA, LLC

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Responding to Lesbian, Gay, Bisexual and Transgender Victims of Crime” on April 24, 2020 at a cost not to exceed $3,750.

 

Professional Service Agreement – Public Grants and Training Initiatives

Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Narcotics and Street Crimes in a New Era” on March 23, 2020 at a cost not to exceed $3,000.

 

Professional Service Agreement – Jefferson County Sheriff’s Department

Recommendation to approve a new contract for the 2020 State Cyber Crime Grant, which is administered by the Missouri Department of Public Safety.  The grant funds the cyber crime task force, which employs one detective from Jefferson County.  The contract is for $66,635.04 which will cover the salary and benefits of the detective for the grant period, which is June 1, 2019 through May 31, 2020.

 

Professional Service Agreement – Alternatives to Living in Violent Environments (ALIVE)

Recommendation to approve a new contract for the 2016 Improving Criminal Justice Responses to Domestic Violence, Sexual Assault, and Stalking Grant which is administered by the Office of Violence Against Women.  The Department recently received a three year extension to this grant and is renewing the grant partnership with ALIVE to provide critical services to victims of domestic violence during the grant period.  ALIVE will receive $263,168 in grant funds to pay the salary and benefits of two victim coordinator positions for the grant period, which is October 1, 2016 through September 30, 2022.

I.    Chief’s Report

 

  1. Chief’s Commendation

Chief Belmar will present a Chief’s Commendation to Sergeant Brian Boedicker, Police Officer Jordan Temperly and Police Officer Jacob Kuechenmeister. 

 

  1. Lifesaving Award

Chief Belmar will present a Lifesaving Award to Police Officer Grant Steiger.

 

  1. Certificate of Promotion

            Chief Belmar will present a Certificate of Promotion to Lieutenant Craig Molden.

 

  1. Recognition of Service

Chief Belmar will present a Recognition of Service certificate to Deacon Ray Parker.
