  1. Contracts

 

Police Service Agreement – City of Bel-Ridge

      Recommendation to approve a renewal contract for Communications and CARE services between the City of Bel-Ridge and St. Louis County.  Term of the agreement is February 1, 2020 through December 31, 2025 at an annual charge of $23,853.

 

      Police Service Agreement – City of Ellisville

      Recommendation to approve a new contract for Communications and CARE services between the City of Ellisville and St. Louis County.  Term of the agreement is March 1, 2020 through December 31, 2025 at an annual charge of $43,552.

 

      Professional Service Agreement – MODOT

Recommendation to approve a new contract with the Missouri Department of Transportation.  Under the agreement, the St. Louis County Police Department would receive $10,000 for support of overtime pay for hazardous moving violation enforcement, occupant protection enforcement and expenses for any related equipment.  There is no local match required for this contract. 

 

Professional Service Agreement – William A. Randle

Recommendation to approve a new contract for William A. Randle to teach up to seven (7) forensic scientists Basic SEM/EDX training at the St. Louis County Police Crime Laboratory from May 27-28, 2020 at a cost of $1,850.

 

 

 

 

Professional Service Agreement – IXII Jamie Hudson

Recommendation to approve a new contract for IXII Jamie Hudson to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Communications Training Officer” on March 23-25, 2020 and August 17-19, 2020 at a cost not to exceed $6,000.

 

Professional Service Agreement – IXII Jamie Hudson

Recommendation to approve a new contract for IXII Jamie Hudson to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Active Shooter Situations for Dispatchers” on March 26, 2020 at a cost not to exceed $2,000.

 

2.   GENERAL ORDERS

      Recommendation to approve the below listed general orders:

                  G.O. 20-097, Arrest Reports and Booking of Prisoners

                  G.O. 20-118, Collective Bargaining Process

                  G.O. 20-119, Safe Schools Hotline

 

3.   St. Louis County Police Department Employee Compensation and Benefits During a State of Emergency.

 

      Recommendation to approve the above.

 

F.   MOTION TO HOLD CLOSED MEETING - roll call (Closed session will take place in the Board of Police Commissioners conference room (Room B-117A).                        

 

      The Board of Police Commissioners may vote to go into closed

      meeting for review of claims and lawsuits involving the Police

      Department, (Section 610.021(1) R.S.Mo. and Section 114.020(1)

      SLCRO), discussion of employee and personnel matters, (Sections

      610.021(3) and (13) R.S.Mo. and Sections 114.020(3) and (13)

      SLCRO) and an update on union negotiations (Section 610.021

      (9) R.S.Mo.  and Section 114.020(9) SLCRO); and specifications for competitive

      bidding, Section 610.021(11) R.S.Mo. and Section 114.020(11) SLCRO.

 

If there is a closed session, roll call to motion to return to open session at the conclusion of the matters subject to closure.
