The St. Louis County Board of Police Commissioners met on April 22, 2020, at 11:00 AM, via Zoom conference call. In attendance were Commissioners Price, Schwerin, Gaertner, Hassler, Punch and Chief Belmar.

  1. Chief Belmar provided the Board with a brief update to the Department's response to Covid-19.

 

  1. Minutes of the March 17, 2020 and March 19, 2020 meetings were unanimously approved as submitted.

  1. Contracts - A proposal was made to approve the following contracts with St. Louis County:

 

Professional Service Agreement - Stephen Gerard Moellering, Jr.

Approval of a new contract for Stephen Gerard Moellering, Jr. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Combatant Tactics and Self Defense for Law Enforcement" on July 13- 14, 2020 and October 13-14, 2020 at a cost not to exceed $4,800.

 

Professional Service Agreement - Highway Interdiction Training Specialist, Inc. Approval of a new contract for Highway Interdiction Training Specialist, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Advanced Roadside Interview Techniques" on August 24-25, 2020 at a cost not to exceed $5,000.

 

Professional Service Agreement- Van Meter and Associates, Inc.

Approval of a new contract for Van Meter and Associates, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "First Line Supervision" on August 26, 2020, at a cost not to exceed

$2,900.

 

Professional Service Agreement - JLG Training Associates, Inc.

Approval of a new contract for JLG Training Associates, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Oral Boards for Promotion and/or Assignment" on September 2, 2020, at a cost not to exceed $2,000.

 

  1. Public Forum

Diana Johnson, St. Louis County Police Department employee, commended the professional staff in the Bureau of Communications and the EOC for their outstanding work during the Covid-19 pandemic. She wanted to thank Chief Belmar, recognize his extraordinary career and congratulate him on his retirement.

 

Motion was made by Commissioner Hassler and seconded by Commissioner Gaertner to close the meeting. Motion unanimously approved. There were no votes taken in closed session.
