The St. Louis County Board of Police Commissioners met on March 19, 2020, at 11:00 AM, in the Board of Police Commissioners board room, B-118. In attendance were Commis­ sioners Price, Schwerin, Gaertner, Hassler, Punch and Chief Belmar.

 

  1. Open Discussions

 

  1. Chairman Price announced that the Police Board would be conducting essential business only during St. Louis County's issued stay at home order. Further, the Police Board appreciates hearing public input and looks forward to the time when the Police Board can meet in a manner which interacts with the public.
  2. Chief Belmar provided the Board with a brief update to the Department's response to Covid-19.

 

  1. Minutes of the February 19, 2020, February 26, 2020 and March 10, 2020 meetings were approved as submitted. There was a recommendation made to approve the minutes by Commissioner Hassler, seconded by Commissioner Schwerin and unanimously approved by the Board.

  1. Contracts - A proposal was made to approve the following contracts with St. Louis County:

 

Police Service Agreement - City of Bel-Ridge

Approval of a renewal contract for Communications and CARE services between the City of Bel-Ridge and St. Louis County. Term of the agreement is February 1, 2020 through December 31, 2025 at an annual charge of $23,853.

 

Police Service Agreement - City of Ellisville

Approval of a new contract for Communications and CARE services between  the City of Ellisville and St. Louis County. Term of the agreement is March 1, 2020 through December 31, 2025 at an annual charge of $43,552.

 

Professional Service Agreement - MODOT

Approval of a new contract with the Missouri Department of Transportation. Under the agreement, the St. Louis County Police Department would receive $10,000 for support of overtime pay for hazardous moving violation enforcement, occupant protection enforcement and expenses for any related equipment. There is no local match required for this contract.

 

Professional Service Agreement - William A. Randle

Approval of a new contract for William A. Randle to teach up to seven (7) forensic scientists Basic SEM/EDX training at the St. Louis County Police Crime Laboratory from May 27-28, 2020 at a cost of $1,850.

 

There was a recommendation made to approve the above contracts by Commissioner Schwerin, seconded by Commissioner Gaertner and unanimously approved by the Board.

 

Professional Service Agreement - IXII Jamie Hudson

Approval of a new contract for IXII Jamie Hudson to provide the St. Louis County and Municipal Police Academy with an Instructor to teach a program entitled 11Communlcations Training Officer'' on March 23-25, 2020 and August 17-19, 2020 at a cost not to exceed $6,000.

Professional Service Agreement - IXII Jamie Hudson

Approval of a new contract for IXII Jamie Hudson to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Active Shooter Situations for Dispatchers" on March 26, 2020 at a cost not to exceed

$2,000.

 

There was a recommendation made to approve the above contracts by Commissioner Hassler, seconded by Commissioner Punch and unanimously approved by the Board.

 

  1. General Orders

There was a proposal to approve the below listed Department General Orders:

G.O. 20-037, Case Management

G.O. 20-097, Arrest Reports and Booking of Prisoners

G.O. 20-118, Collective Bargaining Process

G.O. 20-119, Safe Schools Hotline

 

There was a recommendation made to approve the above listed general orders by Commissioner Schwerin, seconded by Commissioner Gaertner and unanimously approved by the Board.

 

Motion was made by Commissioner Punch and seconded by Commissioner Schwerin to close the meeting. Motion unanimously approved. Closed session was held In Room B" 117A. The Police Board unanimously voted to appoint Mary Barton as the next Chief of Police.

 

Motion was made to reopen the meeting in Room 8 118. Motion approved.
