The portions of the meeting held in open session will be available for public viewing and participation through WebEx. The information for the WebEx Meeting is found at the end of this document. In the event that the Police Board conducts any meeting during which the public can attend only by electronic means, the Chair is authorized to direct the staff of the Police Department who posts meeting notices to provide  for the notice and manner of submission and acceptance of written or electronic public comment prior to such meeting within the meeting notice. The notice issued shall reflect that such written or electronic public comment is limited to 400 words and must be received on the day of the meeting and at least two hours prior to the posted start time of the meeting. The notice shall also provide that each comment shall be limited to matters on the agenda for that meeting. Additionally, except as provided herein or approved by a majority of the Board, a Police Department employee or employees designated by the Superintendent of Police shall read all such public comments  into the record during the public  forum order of business.  The public forum portion of the meeting shall be limited to one hour and comments shall be read in the order received provided the comments are within the rules set forth above. Any comments received that are not related to matters on the agenda shall not be read.

Any comments received that are longer than 400 words may not be read and if they are read, the reading shall be limited to the first 400 words. Any comments that are not read solely due to the expiration of the one hour public forum portion of the meeting will be posted to the Police Department website. The public may submit written comments by email to [email protected]

Contracts

 

Police Service  Agreement-  Missouri  Department  of Public Safety Recommendation to approve a new contract with the Department of Public Safety to make Computer-Assisted Report Entry services available to law enforcement agencies within Missouri. The Department of Public Safety will reimburse St. Louis County for CARE subscription costs of participating law enforcement agencies at a rate not to exceed $100 per full-time commissioned officer per 12 month year.

 

Professional Service Agreement- Missouri Highways and Transportation Commission Recommendation to approve an agreement with the Missouri Highways and Transportation                             Commission.         The    Commission     will    authorize     funds    to the Department to be used to support Statewide Transportation Improvement Program On Call Work Zone Enforcement activities throughout the term of the agreement. The funds received will not exceed $1,500,000 and the agreement runs from January 1, 2021 to December 31, 2026.

 

Professional Service Agreement - Jefferson County Sheriff's Department Recommendation to approve a contract with the Jefferson County Sheriff's Department for the 2021 State Cyber Crime Grant, which is administered by the Missouri Department of Public Safety. The grant funds the cyber crime task force, which employs one detective from Jefferson County. The contract is for $68,741.04 which will cover the salary of the detective for the grant period, June 1, 2020 through May 31, 2021.

 

Professional Service Agreement - Maryland Heights Police Department Recommendation  to  approve                                              a  contract     with    the    Maryland    Heights     Police Department for the 2021 State Cyber Crime Grant, which is administered by the Missouri Department of Public Safety. The grant funds the cyber crime task force, which  employs  one  detective  from  Maryland  Heights. The contract is for

$104,679.61 which will cover the salary of the detective for the grant period, June 1, 2020 through May 31, 2021.

 

Professional Service Agreement - Patrick E. Horine

Recommendation to approve a new contract for Patrick E. Horine to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Instructor Development Course" on March 5 to March 19, 2021 at a cost not to exceed $1,600.

 

Professional Service Agreement - Patrick E. Horine

Recommendation to approve a new contract for Patrick E. Horine to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "First Line Supervision" to take place July 19-23, 2021 and September 27- October 1, 2021 at a cost not to exceed $3,000.

 

Professional Service Agreement - Jeff Burk

Recommendation to approve a new contract for Jeff Burk to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to fifty-two (52) one or two day classes in 2021 entitled "Private Security Original and Renewal Training" at a cost not to exceed $240 per each renewal class and $480 per two day class.

Recommendation to approve a new contract for IXII Group to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Communications Training Officer" on May 17-19, 2021 at a cost not to exceed

$6,000.

 

Professional Service Agreement - Training Force USA, LLC

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Use of Force Analysis" on July 26, 2021 at a cost not to exceed

$3,750.

 

Professional Service Agreement - Training Force USA, LLC

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Serving With Honor and Integrity in the 21st Century" on May 20, 2021 at a cost not to exceed $3,750.

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police j\cademy with an instructor to teach a program entitled "Leadership and Effective Coaching for First Line Supervisors" on May 19, 2021 at a cost not to exceed $3,750.

Recommendation to approve a new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "De-Escalation Tactics and Skills for Officer Safety" on August 10, 2021 at a cost not to exceed $3,750.

 

Professional Service Agreement - Vista Law Enforcement Training and Consulting, LLC Recommendation to approve a new contract for Vista Law Enforcement Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Baton, Pepper Spray and Taser Training" throughout the year of 2021 at a cost not to exceed $15 per student or

$300 per program.

 

Professional Service Agreement- Vista Law Enforcement Training and Consulting, LLC Recommendation to approve a new contract for Vista Law Enforcement Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Policing in the 21st Century: Fair and Impartial Perspective" on May 25, 2021 at a cost not to exceed $800.

 

Professional Service Agreement-Vista Law Enforcement Training and Consulting, LLC Recommendation to approve a new contract for Vista Law Enforcement Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Employees Preparation for Retirement" on May 14, 2021 at a cost not to exceed $800.

 

Professional Service Agreement - L.O.C.K.U.P.

Recommendation to approve a new contract for L.O.C.K.U.P. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Law Enforcement Active Diffusion Strategies and Tactical Options Instructor Course" on April 28-30, 2021 at a cost not to exceed $9,520.

 

Professional Service Agreement- Public Grants and Training Initiatives - Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Narcotics and Street Crimes in a New Era" on May 3, 2021 at a cost not to exceed $3,000.

 

Professional Service Agreement - Stephen Gerard Moellering, Jr. Recommendation to approve a new contract for Stephen Gerard Moellering, Jr. to provide the St. Louis County and Municipal Police Academy with an instructor to teach  a  program  entitled  "Combatant  Tactics and Self-Defense                                                      for Law Enforcement" on May 5-6, 2021 and November 8-9, 2021 at a cost not to exceed

$9,600.

 

Professional Service Agreement - The Adaptive Way, LLC

Recommendation to approve a new contract for The Adaptive Way, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Basic Field Training Officer Certification" on May 10-14, 2021, June 21-25, 2021 and September 27-October 1, 2021 at a cost not to exceed

$6,000 per class.

Professional Service Agreement – Teneo and The Regional Business Council

Recommendation to approve execution of a contract with Teneo and The Regional Business Council for Teneo to provide the St. Louis County Police Department consulting services at no cost to the County.
