MEETING OF THE BOARD OF POLICE COMMISSIONERS ST. LOUIS COUNTY

 

The St. Louis County Board of Police Commissioners met on January 13, 2021, at 11:00 AM. In attendance were Commissioners Price, Schwerin, Gaertner, Hassler, Banks and Chief Barton.

 

  1. Open Discussion

 

A Chairman Price opened the meeting with the following statement; The Board is committed to racial equality. We must devote our best efforts to this and recommit ourselves to it every day. Racial slurs, racist actions and bias policing cannot be tolerated. Our department has many achievements and positive attributes, but we must do better.

 

  1. Lambert Airport Police Officers Beasley and Lunatto and Washington University Police Officer Nieweglowski were deputized by Chairman Price.

 

  1. Lieutenant Hampton presented recent crime statistics.

 

  1. Ms. Joyce Hill provided an updated on the departments budget.

 

  1. Chief Daniel Oate and Ms. Courtney Adante provided a brief overview on the Teneo report recommendations.

 

  1. Chief Barton advised she will be meeting with the Ethical Society of Police and will address their letter to her at that time.

 

  1. Police Officer Emir Hadzic was recognized for the honor he recently received from the Advisory Council for Bosian and Herzegovina for his commitment to public service.

 

  1. Sergeant Robertson and Police Officer Tom Crees presented an update on the CIT Unit and newly founded Homeless Outreach program.

 

  1. Human Resources Director Becker provided a staffing report update

 

  1. Chief Barton introduced newly promoted Captain Peter Morrow and Captain Jerry Kelly.

 

  1. Minutes of the December 16, 2020 meeting were approved as submitted. There was a recommendation made to approve the minutes by Commissioner Hassler, seconded by Commissioner Schwerin and unanimously approved by the Board.

A Contracts -A proposal was made to approve the following contracts with St. Louis County:

 

Professional Service Agreement- The Adaptive Way, LLC

Approval of new contract for The Adaptive Way, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "EQ for the Telecommunicator" on June 2, 2021 at a cost not to exceed

$1,800.

 

Professional Service Agreement - The Adaptive Way, LLC

Approval of new contract for The Adaptive Way, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "The Field Training and Evaluation Program" on May 10-14, 2021 at a cost not to exceed $6,000.

 

Professional Service Agreement - The Adaptive Way, LLC

Approval of new contract for The Adaptive Way, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "The Adaptive Supervisor" on June 3, 2021 at a cost not to exceed

$1,800.

 

There was a recommendation made to approve the above contracts by Commissioner Schwerin, seconded by Commissioner Hassler and unanimously approved by the Board.

 

Professional Service Agreement - Public Grants and Training Initiatives

Approval of new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Courtroom Success: Preparing for Today's Homicide and High Profile Cases" on April 9, 2021 at a cost not to exceed $3,000.

 

Professional Service Agreement - Public Grants and Training Initiatives

Approval of new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Crime 123: Interviewing and Interrogation" on April 8, 2021 at a cost not to exceed $3,000.

 

Professional Service Agreement - Public Grants and Training Initiatives

Approval of new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Narcotics and Street Crimes in a New Era" on March 22, 2021 at a cost not to exceed $3,000.

 

Professional Service Agreement - Public Grants and Training Initiatives

Approval of new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Law Enforcement Suicide Prevention, Stress Management and Conflict Resolution in the New Millennium" on October 1, 2021 at a cost not to exceed $3,000.

 

There was a recommendation made to approve the above contracts by Commissioner Banks, seconded by Commissioner Schwerin and unanimously approved by the Board.

 

Professional Service Agreement - Training Force USA LLC

Approval of new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Leadership and Effective Coaching for First Line Supervisors" on April 13, 2021 at a cost not to exceed $3,750.

 

Professional Service Agreement - Training Force USA LLC

Approval of new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Internal Affairs - Policies and Practice" on August 31, 2021 at a cost not to exceed $3,750.

 

Professional Service Agreement - Training Force USA LLC

Approval of new contract for Training Force USA, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled "Budgeting for Law Enforcement Professionals" on April 28, 2021 at a cost not to exceed $3,750.

 

 

There was a recommendation made to approve the above contracts by Commissioner Gaertner, seconded by Commissioner Hassler and unanimously approved by the Board.

 

 

Professional Service Agreement - MW Professional Enterprises

Approval of new contract for MW Professional Enterprises to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to fifty-two

(52) one or two day classes in 2021 entitled "Private Security Original and Renewal Training" at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

Professional Service Agreement- Law Enforcement Total Solutions

Approval of new contract for Law Enforcement Total Solutions to provide the St. Louis County and Municipal Police Academy with an instructor to teach up to one hundred forty-six (146) one or two day classes in 2021 entitled "Private Security Original and Renewal Training" at a cost not to exceed $240 per each renewal class and $480 per two day class.

 

 

There was a recommendation made to approve the above contracts by Commissioner Hassler, seconded by Commissioner Banks and unanimously approved by the Board.

 

  1. Public Forum None.

Motion was made by Commissioner Schwerin and seconded by Commissioner Hassler to close the meeting. No votes were taken in closed session.

 

Motion was made to reopen the meeting. Motion was approved.

 

 

Motion was made by Commissioner Hassler and seconded by Commissioner Schwerin to adjourn the meeting at 4:45 PM. Motion unanimously approved.
