Lieutenant Colonel Norman Mann began his career with the St. Louis County Police Department in 2001. He has served as a Commander in the Bureaus of Staff Services, Risk Management, Community Engagement, and Tactical Support. He has also commanded the North County, City of Fenton and Jennings precincts with the St. Louis County Police Department. He is currently assigned as the Commanding Officer for the Division of Operational Support.
Lieutenant Colonel Mann earned a Bachelor’s Degree in Criminology and Criminal Justice from the University of Missouri-St. Louis in 2001. In 2005, he completed his Master’s Degree in Legal Studies from Webster University, where he also obtained a graduate certificate in Paralegal Studies. He also holds graduate certificates in Law Enforcement Leadership and Organizational Change from St. Louis University and Criminal Justice Education from the University of Virginia. Lieutenant Colonel Mann has completed the IACP Leadership in Police Organization (LPO) and the FBI Gateway Law Enforcement Executive Development (GLEEDS) training seminars.
Lieutenant Colonel Mann is a graduate of Session 74 of PERF’s Senior Management Institute for Police (SMIP), as well as Session 277 of the FBI National Academy. Lieutenant Colonel Mann has been a CALEA Assessor since 2016.
