Northwoods Police Officer Charged 

 

St. Louis County, MO (July 17, 2023): On Friday, July 14, 2023, the St. Louis County Prosecuting Attorney’s Office issued an “At Large” warrant on suspect Samuel Davis, 26 years of age, of the 3900 block of Tipton Drive in St. Louis, Missouri 63134, for Assault First Degree, Armed Criminal Action, and Kidnapping Second Degree. Davis was arrested in Fayetteville, North Carolina, earlier this morning. A booking photo of Davis is attached. After Davis is extradited to St. Louis County, he will be held on a $750,000.00 cash only, no 10% bond.

Please note, charges are merely an accusation and Defendants are presumed innocent until and unless proven guilty in a court of law.

The probable cause statement reads: Victim reported that Defendant, a police officer, took him into custody on July 4, 2023, at a Walgreens store in the City of Northwoods.  After victim was handcuffed in the back of Defendant's patrol car, Defendant deactivated his body-worn camera, did not inform the dispatcher he had a suspect in custody, and instead drove the victim to a remote location in the City of Kinloch at approximately the intersection of Martin Luther King Boulevard and Hugo Avenue. There, the officer pepper sprayed the victim, struck him repeatedly with a baton, and ordered him not to return to the City of Northwoods.  A reporting party called 911 after finding the victim bloody and wounded and was able to provide other eyewitness information consistent with the statement of the victim that he was assaulted by this officer. The victim sustained serious physical injuries resulting from the Defendant's assault with the baton, including a broken jaw. The Defendant did not write a report on either the incident at the Walgreens or the incident in Kinloch.
